Farmers balk at BEE plan

Johannesburg - South Africa's predominantly white farm owners harshly
criticised on Wednesday a plan by the government to place more land in
the hands of black farmers.
Agri South Africa, representing 40 000 commercial farm owners and 45 000
smaller-scale farmers, said that the plan unveiled this week to put 30%
of agricultural land in black hands by 2014 set out goals that may be
hard to reach.
But another hardline group of farmers, the Transvaal Agricultural Union,
charged that South Africa was now following Zimbabwe's path, where
thousands of white-owned farms were seized and handed over to blacks.
"I am concerned that the present version will contribute toward
unattainable expectations, especially considering that we have to
respect market forces and other limiting realities," Agri South Africa
president Japie Grobler was quoted by the Sapa news agency as saying.
"We must be both realistic and innovative in our approach towards this
real challenge before us," Grobler said in an address to farmers near
Cape Town.
Agriculture Minister Thoko Didiza released guidelines on Monday for
black economic empowerment in agriculture that are to form the basis for
a new policy to be adopted in November.
Under the plan, 30% of land will be black-owned by 2014, another 20%
will be leased by black farmers by the same date and 35% of farm
businesses will be black-owned by 2008.
"This places South Africa on an identical route of sub-Saharan Africa of
which Zimbabwe is the most recent example, where the collapse of food
and fibre security has resulted in widespread unemployment and famine,"
said the TAU in a statement.
The farmers' group said the plan will "lead to the collapse of
agriculture in South Africa" by destroying property rights and the free
market system.
The chairperson of Grain South Africa, representing 6 500 farmers
growing maize, wheat, soyabean and other commodities, said the
government had failed to take its concerns into account in its plan.
"Many of the key elements of the document agreed upon by stakeholders
and role-players have been omitted, whilst many others had been
unilaterally introduced," said Grain South Africa's Bully Botma.
"This has made a mockery of the whole negotiation process," Botma said
in a statement.
Under apartheid, most of South Africa's best land was reserved for
whites and thousands of blacks were driven off their land.
But land reform launched by former president Nelson Mandela in 1995 has
seen only three percent of land acquired by the government under the
"willing-buyer, willing-seller" scheme, according to official estimates.

Byna 2 500 Suid-Afrikaners in stede en in landelike gebiede is in April
as deel van die navorsing ondervra.
Die meeste volwassenes - 58% - meen dat misdaad sedert 2002 toegeneem
het. Vrystaters blyk die mees optimistiese landsbewoners te wees, terwyl
KwaZulu-Natal se inwoners die mees pessimistiese oor misdaad is.
In die algemeen is diegene uit meer gegoede huise meer pessimisties,
ongeag hul ouderdom. In die algemeen is vroue meer pessimisties as mans.
'n Ontleding van die statistieke toon dat wittes in 30% (sowat 1,14
miljoen mense) van die gevalle die slagoffers was. Daarteenoor is 15%
(1,64 miljoen mense) van swart stedelinge regstreeks of onregstreeks
(deur middel van een van hul familielede) slagoffers.
Misdaad tref ook welgestelde families en die jonger segmente van die
samelewing meer as gemiddeld.
Die grootste rede waarom mense nie misdaad aanmeld nie, is omdat die
slagoffers meen die polisie sal nie die saak ondersoek nie. Sowat 12%
van die mense meen al sou die polisie probeer om die saak op te los,
hulle weens die aantal sake nie daartoe in staat sou wees nie.
Ander redes wat aangevoer is, is vorige slegte ervarings met die polisie
en 6% van die mense het gesê daar was min of geen belangstelling in hul
pleidooie by die polisiekantoor nie. 'n Klein aantal slagoffers het
stilgebly uit vrees vir viktimisasie deur die misdadigers.
Die polisie in die Oos-Kaap blyk uit die navorsing die beste beeld onder
slagoffers te hê, terwyl die Wes-Kaapse polisie tweede geëindig het.
Volgens me. Nikki Quinn, 'n navorser by ACNielsen, is die resultate van
die opname 'n aanduiding dat mense pessimisties is oor die
misdaadsituasie in die land. Aan die een kant is hul verwagtings van die
polisie laag, maar daar is terselfdertyd tog simpatie vir die polisie se
werklading.
Alhoewel ek met jou saamstem met die foto's teen die muur, dis darem niks
nuuts nie. Vroeër was dit die Eerste Ministers van SA wat teen
staatskantore se mure gehang het. As ek sou raai, sou ek reken dis 'n
standaard foto wat geneem en geraam word en aan alle departemente verskaf

Om die waarheid te sê weet ek nie veel meer van die politiek van die
politieke partye in SA, maar ek lees gister van 'n stukkie wysheid wat Tony
Leon geopenbaar het wat op 'n veel wyer basis van toepassing is op die
hedendaagse lewe. Hy reken dat as Aids in die vorige regering se tyd
toegelaat was op 5 miljoen mense te besmet en vele mense daagliks daaraan
sterf en die regering sou voete sleep om iets daaraan te doen soos wat die
ANC huidiglik doen, dan sou die wêreld die ou Nasionale Party regering
verguis het vir onmenslikheid en sommer politieke misdaad bygesleep het.
Dit bring die ander waarheid na vore wat almal betrokke in Afrika weet,
maar nie oor praat nie. As 'n wit mens iets verkeerds aan 'n swart mens
doen, dan is dit 'n misdaad. Doen 'n swart mens dieselfde of erger aan sy
mede swart mens, dan is dit omstandighede!

Op 'n algemene vergadering, waar daar erken is dat SA Sokker in ernstige
geldelike verknorsing verkeer, is daar aangekondig dat 3 mense wat vir die
2010 sokkerbod gesorg het, elk R7.5 miljoen vir hul moeite gaan kry. Hulle
beweer die geld kom van skenkers wat geld geskenk het om die sokkerbod
moontlik te maak.

Johannesburg - There has been mounting criticism of multimillion rand
rewards for the three main architects of South Africa's successful
Soccer World Cup bid, SABC reported.
The Safa executive decided at the weekend that president Molefi
Oliphant, Irvin Khoza, the bid committee chairperson, and Danny Jordaan,
the bid committee CEO, would each receive R7.4m after tax.
Richard Maguire, the MD of one of South Africa's leading soccer
magazines, said the amount is ridiculous.
Maguire says the amount could be in line with international standards
for rewards for business successes.
However, he says people such as Oliphant do not qualify for R7.4m -
especially from an organisation that has admitted to having a deficit.
He questioned the importance of Oliphant's role, saying: "I understand
why people like Jordaan who has been working on the bid for seven years,
and why Khoza would get it, but not in Oliphant's case."
SAFA said the rewards came out of sponsorships and a government grant
paid towards funding the Bid for the 2010 tournament.
