The ANC's dastardly priority

In these dark and dismal days as share prices crumble, the economy totters,
power generation shudders to a halt, a criminal elite assumes control of our
polity, crime continues to extract its vicious toll, our roads fall apart
while traffic snarls up on every highway and byway, HIV-Aids continues
rampant, public health and education are in tatters and those fancy weapons
we bought rot away in their containers, to what urgent business do our
leaders turn their attention?
Why, of course, to the desperate need to do away with the National
Prosecuting Authority's Directorate of Special Operations, more romantically
known as the Scorpions and our version of the United States' FBI.
This is the crucial issue with which Jacob Zuma's new African National
Congress, as, incompetent and corrupt a political party as exists in a
democracy, is now, as the lawyers put it, seized.
This is a party which has mysteriously amassed some R1.75 billion in assets,
making it among the world's richest political entities in any democratic
society.
Of course, in dictatorships it is the norm to conflate party and state, an
aim which the Zuma camp appears assiduously to be pursuing.
This munificent treasure chest comes from undisclosed sources. Those public
accountants charged with auditing it may run up against some moral, as well
as accounting dilemmas. Its size was leaked at the Polokwane conference by
ANC delegates but, interestingly, not officially made available to the
media.
It was, thus, not difficult for it to return, which it has said it has done,
that notorious R11 million donation from one its "disciplined cadres", Sandi
Majali, who had, in turn, conned PetroSA into advancing the money to him as
part of a R15m payment for oil condensate which was, in fact, never
delivered.
Odd, is it not, that the party did not find it prudent in this FICA age to
determine the source of such a large amount?
In line with its glorious traditions it will, such as in the case of the
useless former CEO of Eskom, Thulani Gcabashe, a man with zero credentials
for the task but a "disciplined cadre", no doubt "deploy" its faithful
"cadre" Majali to some or other lucrative posting.
Something we can be sure of is that it is unlikely that the Scorpions will
be allowed to be let loose on Majali. He is now royal game.
His status in the ANC is reflected in the fact that he is mentioned by the
United Nations in a 2005 report as colluding with the government of the late
Iraqi dictator, Saddam Hussein, on oil deals when this was illegal.
He employed the names of Thabo Mbeki and then ANC secretary general, Kgalema
Motlanthe, in negotiations with the then Iraqi deputy prime minister, Tariq
Aziz, later executed and good buddy of our deputy foreign minister, Aziz
Pahad.
At the time of the UN report, foreign affairs spokesperson Ronnie Mamoepa
said government would give a "comprehensive response" once it had studied
the report. As far as I can gather, we are still waiting.
Then there is the shadowy Chancellor House, an ANC front company that is the
beneficiary, it is difficult to believe, of a R20bn Eskom contract. That
deal, too, would be something into which the Scorpions could sink their
claws.
We will never know what the cadres have looted. But with the Scorpions we
stood at least a slim chance of curbing them.
Those with fingers in cookie jar fear efficient investigative unit

The history of the Scorpions is worth remembering. In the UDM manifesto for
the 1999 election we suggested that the country needed an elite unit to
investigate organised crime and corruption. We were therefore delighted when
the ANC announced shortly thereafter the establishment of the Scorpions. It
was a good idea.
INSIGHT
Bantu Holomisa
The United Democratic Movement National Executive Committee met this past
weekend to deliberate on the state of the nation and monitor progress with
the implementation of our strategy towards the 2009 national and provincial
elections. The future of the Scorpions was discussed at length, and we
resolved that we will do everything within our power to prevent this
crime-fighting and corruption-busting unit from being disbanded by the ANC.
We have agreed that we will strenuously oppose in Parliament any attempt to
disband the Scorpions, or to "absorb them into the SAPS" (just a polite way
of saying they will be dissolved).
We have also asked for legal opinion regarding the possible judicial
remedies we can pursue should we deem parliamentary processes insufficient
to prevent the ANC's despicable scheme. The UDM NEC resolved that we will
not hesitate to seek redress through the courts if it is necessary, just as
we did with the floor-crossing, when we took the matter to the highest court
in the land and exposed the ANC's expediency.
We warned then of the dire consequences and were subsequently proven right,
as even the ANC now acknowledges the folly of floor-crossing. Similarly, we
will not shy away from our duty as democrats and representatives of the
voters to prevent the ANC's abuse of power.
Initial reservations from some quarters about the ambit and accountability
of the Scorpions were strongly defended by the ANC government, which assured
the nation that such a unit was absolutely necessary.
Indeed, as the Scorpions began to work on major problem areas such as
organised crime, taxi violence and urban terrorism in the Western Cape, the
detractors of the Scorpions disappeared.
The nation watched with admiration and a growing sense of justice as a
string of crime bosses were arrested and their assets forfeited to the
state. It became clear that the concept of prosecution-led investigation was
a massive success. In the years since then the prosecution track record of
the Scorpions has put the SAPS to shame.
But it seems that the Scorpions' efficiency would be a problem for some.
Starting as early as 2001 the Scorpions became the target of a political
campaign from within the ANC.
Tony Yengeni was the first to accuse the Scorpions of being "too white" and
harbouring political motives, when he was first questioned. Later Yengeni
would plead guilty and his crime would be exposed to the public, but those
who supported him and shared his disdain for the Scorpions would
conveniently forget this little detail.
He became the first in a long line of ANC bigwigs to badmouth the Scorpions,
only to be exposed later for one crime or another.
It is obvious that those with their fingers in the cookie jar would fear an
efficient investigative unit that shows no fear or favour, who aren't easily
bribed and who don't "lose" dockets or fail to prosecute.
The NPA director - and ultimate head of the Scorpions - was a trusted and
respected member of the ANC. But Bulelani Ngcuka soon found himself the
target of poisonous public and private speculation from ANC members who were
stung by the Scorpions or who knew that they had things to hide. Thus
eventually Mo Shaik, brother to Schabir, and Mac Maharaj, former Minister of
Transport, conspired to have Ngcuka "exposed" as "a traitor to the ANC who
was an informant of the apartheid regime".
This tale was sold to Ranjeni Munusamy, then a journalist with the Sunday
Times. When her editor refused to publish such a blatantly dubious story,
she took it to another newspaper. The country wasted R13million to pay for
the Hefer Commission, which soon exposed the unsubstantiated and
unreasonable allegations.
Later Shaik's brother, Schabir, would be successfully prosecuted for a
string of offences.
Maharaj, it was later shown, was the recipient of expensive gifts as
Minister. Munusamy resurfaced as Jacob Zuma's spin-doctor.
Brett Kebble, who bankrolled the ANC Youth League and others within the ANC,
made similar claims about the Scorpions. Later he would be exposed for
massive fraud and the Scorpions' suspicions about him were vindicated. On 6
December 2002, Kebble and his father Roger Kebble, and Brett's financial
director, Hennie Buitendag, were charged by the NPA/Scorpions with fraud,
conspiracy and incitement relating to the manipulation of Randfontein and
Harmony stock prices in 1999-2000. After Brett's death in September 2005,
Roger and Buitendag admitted guilt in the case in return for plea bargains
that included fines but no jail time.
Many of the critics of the Scorpions have been prosecuted, face prosecution
or are aligned to such people.
To the UDM it is a blatant conflict of interest that an ANC leadership
riddled with people who have been prosecuted or face prosecution by the
Scorpions, should now rule on the future of that unit.
There is an obvious conflict of interest. For them to proceed with this
course of action would be the grossest abuse of power.
Not a single reason being advanced for the Scorpions to be moved to the SAPS
holds any water; rather they are flimsy excuses to disguise a frighteningly
undemocratic scheme.

Maandag het ek 'n persoonlike nuwe rekord behaal deur 5 ure vanaf Pretoria
tot in Centurion te ry. Ek et 16:00 weg gery en het 22:10 by die huis
ingeloop. Dit is 'n totaal van 40 Km, wat jou dus so 8 Km per uur gee - het
jy 'n idee hoe kwaad was ek, en sover ek kon sien die mense om my.
Dit was glo agv 'n gebreekte trok naby die Allandale afrit. Wat ek egter nie
kan verstaan nie, is dat die trok in die nuwe skouer baan gestaan het, en
dus nie regtig 'n probleem ingehou het nie. Wat wel die gemors kon
veroorsaak is die 3 Metro polisie voertuie wat met hulle blou ligte by die
trok gestaan het.
Toe ek so ent van die trok af was, sou ek my hele salaris daarop gewed het,
dat dit een helse ongeluks toneel moet wees. Ek weet nie wat is fout met die
mense op 'n Highway nie. Ek dink die gautengers is die nuuskierigste mense
op aarde, en die ou wat die hardste gedonner moet word is die ou wat in die
regterbaan (vinnige baan) ampet tot stilstand kom, net sodat hy tog net nie
iets moet mis nie.
Ek dink ek moet begin kyk na daai eiland down under

Defekte in elektrisiteitsturbines het die afgelope twee dae 'n verlies
van 6 185 MW of 15,7% van Eskom se totale opwekkingsvermoë veroorsaak.
Sulke defekte het in dié tyd by 11 van Eskom se 13
steenkoolkragsentrales ontstaan volgens vertroulike daaglikse verslae
oor toestande by kragsentrales wat Sake24 te siene gekry het.
Die verslae is 'n kommerwekkende aanduiding van die ouderdom van
kragsentrales, swak instandhoudingswerk en 'n tekort aan onderdele.
Turbines wat gebreek en heeltemal gaan staan het, het eergister 'n
verlies van 4 235 MW op die netwerk veroorsaak en gister 3 491 MW.
Turbines wat nie volgens hul vermoë krag opwek nie, hoofsaaklik weens
steenkoolprobleme, het nog 2 694 MW laat verlore gaan.
Dis uit die verslae duidelik dat die Arnot-kragsentrale by Middelburg
en die Duvha-kragsentrale naby Witbank feitlik geen steenkool het nie
of met nat steenkool gevoer word.
'n Turbine by Matla, wat 575 MW opwek, is reeds in Desember in 'n
brand beskadig en sal tot laat in Februarie buite werking wees.
Gister was agt turbines buite werking.
Die defekte in die reusagtige masjiene is stoomlekkasies by Hendrina
en Camden en verstopte asdeure by Majuba naby Standerton. Nog 'n
eenheid by Majuba is weens oonddruk-probleme tot stilstand gebring en
'n kortsluiting het by Kriel ontstaan nadat 'n transformator gebreek
het.
Dis meestal defekte wat aan instandhoudingsprobleme toegeskryf kan
word.
Nog twee turbines by Majuba, een van die land se twee grootste
kragsentrales, werk onder hul vermoë as gevolg van ander tegniese
probleme.
Mnr. Jacob Maroga, uitvoerende hoof van Eskom, het gister in antwoord
op vrae hieroor gesê Eskom is ná die elektrisiteitskrisis van die
afgelope twee weke deur die regering opdrag gegee Âom die
instandhoudingswerk baie ernstig te doenÂ. ÂOns sal meer op
instandhouding fokus, want die toerusting is oud en word nou harder
gedryf as voorheen. Dié gebreke strook met die gebruikstendens dat ons
die toerusting harder laat werk, het hy gesê.
Turbines met 'n opwekkingsvermoë van nog 3 715 MW werk nie omdat
beplande instandhoudingswerk, inspeksies en opgraderingswerk daaraan
gedoen word.
Dit beteken dat Eskom op die oomblik sonder 25,2% van sy
opwekkingsvermoë moet klaarkom.
Voordat tien jaar gelede met intensiewe herstrukturering by Eskom
begin is, het elke kragsentrale genoeg onderdele op die perseel gehou
om minstens een volledige eenheid bestaande uit 'n stoomketel en 'n
opwekkingsturbine heeltemal te kon herbou. Die stoorkamers met die
onderdele is egter tot niet gemaak.
Die instandhoudingspersoneel is meestal afgedank en die funksie van
onderhoud is heeltemal gesentraliseer. Instandhouding word sedertdien
deur Rutek, 'n tegniese filiaal van Eskom in Pretoria, en twee Duitse
maatskappye behartig.
Die lewering van steenkool is in die naweek indringend ondersoek deur
'n taakgroep bestaande uit Eskom-verteenwoordigers en
steenkoolprodusente.
ÂDaar is probleme met die lewering van steenkool, die gehalte van die
steenkool wat gelewer word en die hantering daarvan, want dit blyk die
steenkool word nat, het Maroga gesê.

26%-kragdonkerte 'n riller

Baie mense verstaan nie die kragkrisis, wat 'n lang aanloop het, nie.
Terwyl die sondaars gesoek word, bly die feite oor die hoeveelheid
elektrisiteit waarsonder Suid-Afrikaners moet klaarkom en die duur van
dié ernstige krisis duister.
Kragonderbrekings het gewissel van 10% in die week van 14 Januarie tot
sowat 26% verlede Maandag. Die krisis is nie bloot die gevolg van 'n
gebrek aan belegging aan die aanbodkant nie, maar swak instandhouding
en steenkooltekorte het ook 'n beduidende impak.
Sommige van die heersende tekorte behoort binne die volgende paar
maande opgelos te word en al kan die land sonder veel ontwrigting op
'n 10%-kragtekort oorleef, sal 'n tekort van 26% katastrofies vir die
ekonomie wees.
'n Verdere probleem is dat die voortgesette groei in kragtoevoer
beperk sal wees en dit beteken dat ekonomiese groei daarom ook aan
bande gelê gaan word.
Elektrisiteitsvoorsiening en groei
Elektrisiteitsvoorsiening en ekonomiese groei is gekoppel. In die
moderne ekonomie is elektrisiteit die lewensbloed van die formele
sektor se ekonomiese bedrywighede  baie maatskappye kan nie
daarsonder klaarkom nie. Wanneer elektrisiteitsvoorsiening
onbetroubaar is, moet maatskappye ander planne beraam om hul goedere
of dienste te lewer. Sommige maatskappye kan dié skuif maak sonder
veel ontwrigting, maar ander se hande is afgekap, want só 'n
verandering sal nóg elektrisiteit verg.
Suid-Afrika  soos die meegaande tabel verduidelik  het
kragdoeltreffender per eenheid groei in bruto binnelandse produk (BBP)
geword namate die land wegbeweeg het van die mynbou en swaar
nywerhede. Sedert 2000 het Suid-Afrika se elektrisiteitsverbruik met
net 0,8 eenhede per eenheid BBP-groei gegroei . In die 1960's was dit
sowat 1,5 eenhede per eenheid BBP-groei.
Sommige sektore, soos die mynbou, het nou 'n groter behoefte aan
elektrisiteit, al het mynboubedrywighede die afgelope 8 jaar met sowat
1% gedaal. Kraggebruik deur die mynbousektor het sedert 1996 met
altesame 4% toegeneem, volgens Eskom se jaarverslae. Die meegaande
grafieke toon dat die mynbou aanvanklik 19% van Eskom se verkope
verteenwoordig het, maar dat dit verlede jaar afgeneem het tot 15%.
Die tweede tabel hierbo toon groei op 'n jaargrondslag van 0,4% sedert
1996.
Vervoersektor verbruik minder
Die vervoersektor se aandeel van kraggebruik het gekrimp deels omdat
wegbeweeg is van spoorvervoer, wat deur elektrisiteit aangedryf word,
na padvervoer, wat deur diesel aangedryf word.
Die grootste groei was in die kommersiële kategorie omdat sommige
ondernemings wegbeweeg het van munisipaliteite om hul krag só
goedkoper te bekom. Kragvoorsiening aan die kommersiële sektor het met
25% gegroei.
Die naasvinnigste groei was in die internasionale kategorie wat met
10,7% per jaar toegeneem het. Elektrisiteitsvoorsiening aan die
buiteland het sy aandeel van die totaal verdubbel van 3% tot 6% en
veral sedert 2000 het verkope-groei in dié kategorie versnel.
Suid-Afrika is 'n netto uitvoerder van elektrisiteit volgens syfers
wat maandeliks deur Statistieke Suid-Afrika (SSA) uitgereik word.
Huishoudelike kraggebruikers is die kategorie wat die derde vinnigste
gegroei het met 6,7% per jaar die afgelope 11 jaar. Dit is vanweë die
sukses met die voorsiening van krag aan armer gebiede en die snelle
bouwerk deur die private sektor én die staat. Dié groei loop ook ten
nouste saam met huishoudelike beÂsteding aan duursame en semi-duursame
goedere.
Al lyk dit of huishoudelike besteding en kragvoorsiening gekoppel is,
het dit die afgelope jare geblyk dat huishoudelike beÂsteding vinniger
gegroei het as kragvoorsiening. Die voorsieningsprobleme kan deels
teruggelei word na die tekorte in die Wes-Kaap laat in 2005 en vroeg
in 2006. Volgens die SSA het die Wes-Kaapse ekonomie steeds in 2006
met 5,9% gegroei ten spyte van die kragtekort.
Die kragvoorsiening wat nie beskikbaar is nie  nou tussen 10% en soms
selfs 26% Â is veel hoër as die 2% tot 5% destyds in die Wes-Kaap.
Die prys van krag per kategorie
Een van die vreemdste aspekte van dié krisis is dat die minister van
openbare ondernemings ons vertel dat Suid-Afrika 'n netto invoerder
van elektrisiteit is, terwyl die land volgens die SSA 'n netto
uitvoerder daarvan is.
'n Nadere ondersoek ontbloot dalk die rede vir die minister se
verduideliking. Suid-Afrika is 'n netto uitvoerder van krag omdat ons
dit aan ander lande verkoop teen veel goedkoper as aan ons eie
burgers.
In Eskom se jaarverslae sedert 1996 is die prys per kilowatt-uur van
ons internasionale verkope deurlopend laer as die gemiddelde vir
Suid-Afrikaanse verbruikers. Selfs die goedkoopste elektrisiteit wat
Eskom aan Suid-Afrika se groot nywerhede verkoop, is meer as 'n derde
duurder as die prys wat ons buurlande daarvoor betaal (kyk na die
tabel hieronder).
Dit kom prakties neer op 'n subsidie aan ons buurlande, waardeur hulle
goedkoper krag kry as wat aan Suid-Afrika se groot kragkopers gelewer
word.
Verder is die jaarlikse prysverhoging aan huishoudelike gebruikers die
afgelope 11 jaar sowat 7,2% en is dit dus ver bo die inflasieteiken.
Die prys van uitgevoerde krag is met net 4,6% per jaar verhoog, terwyl
die totale jaarlikse prysverhoging vir kragkopers in die algemeen net
4,4% was. Huishoudelike kraggebruikers  wat reeds die meeste betaal Â
se prysverhogings is ook die strafste. Groter inflasiedruk word dus op
Suid-Afrikaanse huishoudings geplaas as op ons buurlande.
Dit is seker ook nie die einde daarvan nie, want Eskom beplan
gemiddelde prysverhogings van byna 20% per jaar.
Die vraag is nou of Eskom ook die prys van uitgevoerde elektrisiteit
soveel gaan verhoog en of Suid-Afrikaners sal aanhou om die koste van
die uitbreidings  wat ook tot die buurlande se voordeel strek  te
dra.
Op inflasie sal die impak van 'n 20%-toename in kragpryse regstreeks
sowat 0,8 persentasiepunt wees. Dit sal die VPIX jare lank buite die
teikenband hou en die onregstreekse uitwerking kan dié 0,8
persentasiepunt selfs verdubbel.
) Schüssler is 'n ekonoom van T-Sec en ÂSake24 se Ekonoom van die Jaar
in 2005.
Interessant in 'n brief aan lede van die Namibian Manufacturers Association,
maak hulle melding van die feit dat die Koeberg Krafsentrale nie ten volle
opereer nie omdat die een reaktor nie kan werk nie omdat dit besig is om
'refueled' te raak en eers ten volle sal kan werk in die begin van
Aprilmaand.
Vir ons land is daar nog 'n probleem. Ons betaal vir 'n kragstasie in
Hwange, Zim om gerehabiliteer te raak en daarvandaan krag te kry. Sowat
150MW. Tot dusver gee hy al 40MW, maar die probleem is dat die
elektrisiteit via SA herlei moet word en daar is 'n bottelnek tussen noord
en suid Suid-Afrika.
Intussen is ons Nampower besig om 'vuur onder die gatte' van alle
bestaande ou kragstasies watnog moontlik krag kan lewer, te maak.

New Zealand anti-apartheid leader rejects SA award nomination

WELLINGTON - A veteran New Zealand anti-apartheid campaigner has
rejected a nomination for a prestigious South African award for
foreigners, saying he is dismayed over conditions in the country,
local
media reported Monday.
John Minto, nominated for a Companion of O. R. Tambo Award by a South
African government official, asked for the nomination to be withdrawn,
the Christchurch Press newspaper said.
"(South Africa) was the democratic country with so much hope and I
think
for so many people it's been the deepest of disappointments, and
certainly it has been for me," Minto said.
"I'm just deeply dismayed at what's happened," he told the newspaper.
The Tambo award is the highest honor granted non-South Africans in
recognition of friendship, cooperation and support.
Previous recipients include Mahatma Gandhi, Kofi Annan, Salvador
Allende
and Martin Luther King Jr.
A union organizer, Minto was national coordinator of the Halt All
Racist
Tours movement during the controversial 1981 Springbok rugby tour of
New
Zealand - when an all-white rugby team representing South Africa was
strongly opposed by many New Zealanders.
In an open letter to South African President Thabo Mbeki, Minto
blasted
the African National Congress government which, he said, had left
black
South Africans "worse off than they were under (white) minority rule."
"When we protested and marched into police batons and barbed wire here
in the struggle against apartheid, we were not fighting for a small
black elite to become millionaires," Minto wrote.
"We were fighting for a better South Africa for all its citizens.
The faces at the top have changed from white to black but the
substance
of change is an illusion," he noted.
