Ek som kortliks dele van Deborah Posel, van Wits, se artikel in die Journal of
Southern African Studies (1999, 25(1)) op, 'n joernaal wie se akademiese cachet

Posel skryf dat na bewindsoorname in 1948, "the NP introduced what amounted to
a tacit policy of affirmative action for white Afrikaners". En teen 1959 het
meer as 40 regeringsdepartemente Afrikanerhoofde gehad, met slegs ses
Engelsprekende hoofde. Engelsprekende regeringsamptenare was "discouraged, or
more forcibly prevented from holding office", en in 1976 was slegs sewe uit 146
senior poste in staatsdepartemente "held by people with English surnames".
"Hervorming" was die naam wat die regering gegee het aan die program
waarvolgens Engelsprekende regeringsamptenare (wat, BTW, uitgewyk het na
Rhodesie) "gevra" was om vroeg (55) uit te tree, en plek te maak vir
Afrikaners, veral in die "Department of Native Affairs", waar "liberal"
burokrate vervang was met "more pliable, loyal Afrikaner nationalists".
Smaak my dus dat baie van die omies (apologiee aan Gloudina) wat nou so gal
afgaan oor regstellende aksie, hul posisies aan regstellende aksie te danke
het. Hoe ironies. Maar kom ons kyk verder … kwalifikasies en competence.
Posel skryf dat, gegee die NP se plan om die grootte en omvang van die staat te
vergroot (natuurlik binne werksreservering), dat personeeltekorte gou na vore
getree het. In 1959 was daar 5000 werksopeninge, en teen 1965 skryf omtrent
elke engelse koerant oor "critical shortages" en die "serious shortage of
qualified personnel". In 1966 word 11000 nuwe staatsposte geskep, maar in
daardie selfde jaar bedank 5557, en 6305 nuwe aanstellings word gemaak. Sekere
staatsdepartemente is tot 60% onderbeman (dit was tog mans, so ek skryf nie
onderbepersoon nie), en 'n ondersoek na die omvang van die tekorte "were
themselves held up by staff shortages!". Inland Revenue het 90 oop poste
gehad, Landbou 11 senior poste, Labour vul slegs 59% van die 1853 oop poste, en
so meer, en so meer. Hierdie ideologiese tekort lei dan tot "… an
incompetent civil service", en die Ouditeur-Generaal se dat "…in the past,
the public service only aaccepted the better matriculants; but today we grab
anyone". Die United Party vra Parlement om tog te ondersoek "…cases where
people were transferred into highly technical departments while they had no
knowledge of the department and yet within one or two years they became the
secretary without even knowing details of the technical functioning of the
department". In regsposte is die gebrek aan kwalifikasies "farcical", waar
"… people had been appointed to legal positions without the appropriate
skills, on the understanding that they would register full-time for a B.Juris
degree … yet by 1976, only 153 of 653 posts … were filled by officials with
anything resembling the desired qualifications". Posel lys meer voorbeelde,
maar miskien is Dr. Piet Koornhof en VP MP Marais Steyn se woorde tekenend
genoeg. Koornhof se die staatsdiens is soos 'n skilpad, as jy dit alleeen
laat, loop dit teen sy eie stadige pas, maar as jy dit probeer stoot, stop dit
botweg in sy spoor. En Steyn se die staatsdiens van die dag is 'n dinousour
met 'n groot lyf en 'n ertjie-brein.
Smaak my dus dat die omie-koor bietjie die geskiedenis moet bekyk vir die spoke
wat hulle nou so groeps-gierig wil noem en besweer.
In die Dlinza Woud by Eshowe, KZN, is 'n loopplank van 125 meter, 10 meter
bo die grond, gebou wat deur die woud kronkel. Sodoende kan besoekers van
die skaarste voëlsoorte in SA baie makliker waarneem.
Daar is 6 opgeleide gidse wat die besoekers vergesel.

Die ACDP gaan nou glo 'n voorstel indien om die naam van Duiwelspiek te
verander.
Interessant is egter die vorige name van Duiwelspiek, en hoe die
verafrikanisering van 'n Engelse naam toe die blykbaar amptelike naam geword
het.
Mens kan ook nie altyd glo wat mens lees nie, maar dit bly nog steeds
interessant.
Tafelberg is glo so genoem om die nagmaalstafel te wees, en Leeukop is glo
so genoem om te verwys na Die Leeu van Juda, oftewel Jesus , wat aan die
tafel gesit het.
( ek dink dit is bollie - maar dit is 'n mooi storie)
Duiwelspiek was op 'n stadium Windberg genoem, en toe is die naam verander
na Dove's Peak, oftewel Duiweberg in die volksmond - wat toe natuurlik
offisieel verander het na Duiwelspiek ( Devil's Peak).
Dit gee natuurlik ook nou nuwe betekenis aan vredesduiwe, wat eintlik dan
ook vredesduiwels kan word;))))
