Goeie dag,

Dis aaklig om aan die gat kant van die aarde te leef. Die wêreld daar bo
gaan vooruit en die monsters hier onder van die politikuste tot die Telkom
boelies boor die Suid Afrikaanse verbruiker ten duurste met verouderde
tegnologie teen tot 6 keer die prys wat oorsee daarvoor gevra word.

Lyk my immigreer word maar al opsie hoe langsamer ons die pad in Suid Afrika
loop. Mens wil tog mos maar nie agteruit boer nie, of hoe?

Ik zoek een grammofoonplaat van Toon Hermans die ooit, jaren geleden,
illegaal in Zuid-Afrika is verschenen. Heeft iemand die plaat? Of weet
iemand waar ik die kan kopen? Kan ik de plaat van iemand overnemen?

Moet die VSA eers 'n tweede 11 September ervaar voordat daar teen Sadam
opgetree word?
As hy niks verbloem nie, waarom laat hy die die VN-inspekteurs toe om dit te
bevestig nie?
Wat is Bush se ware rede om Irak aan te val - as hy dan kwansuis oor geen
"bewyse" beski nie?
Ek vra maar net aangesien die dreigende oorlog die petrolprys verder kan
bedonder.

Vraag: Dwelms

Kan iemand my dalk inlig oor die dwelmbeleid in Holland? Is dit waar dat
alle dwelms wettig is en gratis beskikbaar is by klinieke? Of was dit net
'n idee? As dit so is, werk dit? Ek kan myself indink dat as dwelms
gewettig is onder beheer, gaan jy die hele dwelmhandel vernietig. 'n
Verslaafde gaan dwelms gebruik....of hy dit moet koop of nie. Is dit nie
die regte ding om dwelmgebruik onder totale beheer te kry nie?

maar om die gebruik daarvan ligter te straf, met boetes
of gemeenskapsdiens.

Decriminalise dagga, says top expert

Cape Town - A leading South African drug expert has called for the partial
decriminalisation of dagga, and further debate on the way forward.

Dr Charles Parry, director of the Medical Research Council's alcohol and
drug abuse research group, makes the call in the latest issue of the South
African Medical Journal.

"In the short term, consideration should be given to instituting civil
rather than criminal penalties for cannabis (dagga) possession, but
commercial cultivation or trade in cannabis should not be sanctioned," said
Parry.
"Debate is required on the way forward from here."

Civil penalties, he said, could be minor fines or community service.

Parry's article follows a similar call in September last year by the editor
of the journal, Dr Dan Ncayiyana, for the decriminalisation of dagga use and
a legal framework for a controlled domestic trade in the drug.

Parry, who also serves on the executive of South Africa's Central Drug
Authority, said international experience showed that decriminalisation, as
opposed to total legalisation, would not lead to increased use of dagga.
However, other issues that needed to be considered included potential harm
posed by dagga use; the effect a policy shift would have on public health,
the criminal justice system, the use of other drugs, dagga cultivation and
international relations; and public opinion.

Negative effects
He said the negative effects of dagga use - respiratory disease, dependence,
adverse effects on adolescent development, subtle cognitive impairment and
the worsening of psychosis - were likely to affect certain people only, and
typically resulted from heavy or sustained use.

Liberalisation of dagga policy would mean substantial savings in law
enforcement costs. In February this year alone, 4 613 people were jailed on
charges related to possessing and using dagga, and 1 407 for dealing or
growing.

"It is also possible that a policy shift would increase respect for the law
since current laws on cannabis are widely broken with relative impunity," he
said.

Countries that had changed their dagga policy had generally not experienced
a resultant rise in hard drug use, although the close relationship between
dagga use and Mandrax in South Africa was a complicating factor.

Full legalisation would put South Africa in contravention of certain United
Nations conventions to which it was signatory, and was unlikely to be
welcomed by some of its trading partners.

Depending on the policy choice, decisions might also have to be made about
whether dagga should be subject to excise duties, whether advertising should
be allowed, and whether purchase should be age-restricted.

"It is important that any legislative change does not signal a decrease in
concern about the possible health problems associated with cannabis use,"
said Parry.

In a News24 poll published in July 58% of the 2455 respondents said dagga
should be decriminalised in South Africa, while 41% disagreed.

Anders as wat die ouers gehoop het, is die sentrum by Noupoort vrygespreek,
en word hulle nie verantwoordelik gehou vir die dood van Logan wat gewurg,
met 'n ketting om die nek, in die sel gevind is nie.
Die landdros het bepaal dat almal weet, net soos met 'n militêre kamp, dat
mense gestraf sal word wat oortree, en die sentrum kan nie help dat hy die
ketting om sy nek gesit het nie.
Login se pa beweer dat die ketting so kort was, dat dit onmoontlik sou wees
om die ketting self om die kop te kon sit.
Logan was glo iemand wat gereeld uitgebreek het, en hom nie wou onderwerp
aan die streng reels van die sentrum nie.

Selfoon hoe-nou-weer

Was toe weer gister die slagoffer van 'n inbraak. Het toevallig toe gister
ook die selfoon by die huis vergeet en is dié nou kwyt plus baie ander
kosbaarhede.

My punt - kan iemand onthou hoe 'n mens die selfoon kan blokkeer (ek het
daardie lang nommer op die selfoon wat mens daarvoor nodig het)? Ek verstaan
MTN doen dit darem nog.

Nigerian 419: White farmers up the ante

It's all go on the 419 fraud front this week as the latest email
circular breaks all previous records of riches beyond the wildest
dreams of avarice. Not to outdone by the Nigerians, the white
Zimbabwean farmers have rustled up an impressive $46 million dollars
for immediate transfer to an honest and trustworthy partner abroad.

Their contact man is Max Crawford - a good, solid Anglo name to be
sure - although Max seems to have learnt his English in downtown
Lagos. Still, let's give him the benefit of the doubt. It can't be
easy spamming half of the western world while enraged war veterans are
firing AK47s through your office window. Yup, this one looks legit
alright:

Dear Sir,

I am Max Crawford, the secretary of Commercial farmers Union (CFU) OF
Zimbabwe. After the last general elections in my country where the
incumbent president Mr. Robert Mugabe won the presidential election,
the government has adopted a very aggressive land reforms programme.

African farmers for redistribution to black Africans. This programme
