maar nie noodwendig alle blankes nie, wat nog in vrees vir die swart
(veral Afrikane) meerderheid leef." Mbeki skryf verder dat 'n
regeringskollega onlangs die retoriese vraag gestel het: Waarom is die
blankes so vasbeslote om hulleself bang te maak? Die president se
antwoord hierop is soos volg: "Die probleem is dat gevestigde rassisme
dikteer dat regverdiging gevind moet word vir die voortgesette blanke
vrees vir die 'swart gevaar.'" Misdaadvoorvalle bied volgens hom
hierdie regverdiging.
Mbeki se kommentaar oor rassisme is gebaseer op 'n verslag wat hy

Die president verwys ook na 'n artikel van Christopher Shea wat op 22

Kang van UCLA in the Harvard Law Review beweer dat oormatige dekking
van stedelike misdaad deur plaaslike TV-stasies een van die
hoofdryfvere van rassisme in die VSA is. Hy vind die plaaslike
nuusdekking so teen-produktief dat hy glo die regering behoort op te
hou om die aantal ure wat 'n TV-stasie aan plaaslike nuus afstaan as
bewys van die stasie se bydrae tot "openbare belang" te beskou.
Volgens Kang is die plaaslike nuus, met "die parade van beelde van
stedelike misdaad" 'n "Trojaanse perd" of "virus" wat rassisme by

KAAPSTAD. - Enigiemand wat grond besit, van dorps- en stadsgrond tot
plase op die platteland, sal in die toekoms hul eiendom aan die staat
as eerste koper moet aanbied as deel van die regering se
grondhervormingsplan.
In dié nuwe poging om grondhervorming deur te voer, is wetgewing op
pad wat eiendomsverkopers gaan verplig om aan die staat die eerste
opsie as koper te gee.
Mnr. Glen Thomas, hoof van die departement van grondsake, het gister
aan die parlementêre portefeulje?komitee oor grondsake gesê die Wet op
Grondvoorsiening en -bystand (wet 126 van 1993) gaan gewysig word dat
die staat die reg op eerste weiering (van aankope) kry vir alle grond
wat verkoop word.
Hy het geen tydskaal vir die veranderings aan die wet gegee nie.
"Kanse vir grondverkryging gaan verlore omdat die staat nie proaktief
aan grondaankope deelneem nie. Die wetwysiging sal alle grondverkopers
binne en buite die staat verplig om grond eerste aan die staat te
bied," het Thomas aan Die Burger gesê.
As 'n prysooreenkoms dan nie bereik kan word nie, gaan die "gewone
roete" (onderhandeling en uiteindelik 'n hofbeslissing) gevolg word.
Hy het ook gesê die departement ondersoek maniere om die skerp styging
in eiendomspryse te stuit.
Hopelik sal die gewysigde beginsel van gewillige koper en verkoper,
grondbelasting en 'n voorgestelde perk op grondbesit hiervan korte
mette maak, het Thomas gesê.
In die komitee het hy verwys na dié planne en die moontlike wysiging
van die Grondwet hiervoor, wat in 2006 uitgelek en 'n groot media-
bohaai ontketen het.
"Nou is ons reg om die planne in die volgende twee tot drie maande te
openbaar," het hy gesê.
"Dit word vervat in twee dokumente - een oor die gewilligheidsbeginsel
