Daar waar mens eers die sneeu met 'n graaf voor die motorhuisdeur moet
wegwerk eer jy kan ry? Daar waar mens permanent lugversorging in jou

daarheen sou gaan.
KAAPSTAD. - Te midde van stygende brandstofpryse het die Wes-Kaapse
tesourie gister aangekondig dat Kaapse motoriste van volgende jaar af
tot soveel as 10c per liter meer vir hul brandstof kan betaal as die
res van die land.
Die Wes-Kaap sal die eerste provinsie in die land wees wat 'n
spesiale brandstofheffing instel. Die moontlikheid word ook bekyk om
besoekers tot die Wes-Kaap te belas sodat die provinsie paaie en
toerismeprojekte kan finansier.
Die Wes-Kaapse minister vir finansies, me. Lynne Brown, het gister
hierdie aankondigings in haar begrotingsrede in die wetgewer gemaak.
Nasionale wetgewing om 'n brandstofheffing moontlik te maak, gaan na
verwagting volgende maand ter tafel gelê word, terwyl die provinsie sy
wetgewing volgende jaar saam met die provinsiale begroting ter tafel
sal lê.
Die provinsie sal na raming tot soveel as R320 miljoen per jaar uit so
'n heffing maak.

Miskien het jy al teen hierdie tyd gelees van die lawaaierige
internetdebat wat tussen die BBC en die ANC losgebars het oor 'n kort
dokumentêre insetsel wat die Britse uitsaaier oor misdaad in Suid-
Afrika gemaak het.
Ter agtergrond: Die BBC het op die vooraand van pres. Thabo Mbeki se
staatsrede drie weke gelede 'n nuusinsetsel van net minder as 12
minute uitgesaai waarin hul korrespondent John Simpson argumenteer dat
misdaad in Suid-Afrika buite beheer is en dat die regering - by name
die polisieminister en die president - die probleem ontken eerder as
om iets daaraan te doen.
Kortom, die soort uitsprake waarmee verreweg die meeste Suid-
Afrikaners sal saamstem.
Almal behalwe die ANC se tsar van spin, die breedsprakerige Smuts
Ngonyama.
Getrou aan tradisie speel Ngonyama die raskaart gou die oomblik as hy
nie meer enige rasionele reaksie op die BBC se kritiek teen die ANC-
regering kan bedink nie.
Die BBC is erger rassiste as selfs die mees verregse Suid-Afrikaners,
verklaar hy in die party se internet-nuusbrief, ANC Today, en hulle
probeer die aandag van Brittanje se eie "ernstige misdaadprobleme"
aflei deur op Suid-Afrika te fokus.
Volgens Ngonyama sou die SABC op dieselfde verraderlike wyse as die
BBC kon toon dat misdaad in Brittanje buite beheer is deur te fokus op
spesifieke probleemgebiede, soos die Londense voorstad Brixton.
Aangesien die SABC waarskynlik nooit sover gaan kom om 'n program oor
misdaad in Londen te maak nie, het ek die afgelope week self 'n paar
oproepe na Scotland Yard gemaak en wil graag 'n paar Londense
misdaadstatistieke met Ngonyama deel, as hy nie omgee nie.
Hy is reg dat Brixton een van die gewelddadigste voorstede van Londen
is - in die laaste twee jaar was Lambeth, die munisipaliteit waaronder
Brixton val, konstant een van die drie moorddadigste polisiestreke in
die Britse hoofstad.
Scotland Yard se syfers toon dat 15 van Lambeth se byna 300 000
inwoners die afgelope 12 maande vermoor is.
Hoe vergelyk dit met Johannesburg?
In die gebied van die Lindense polisiekantoor in Johannesburg, een van
die stad se boomryke noordelike buurte, was daar tussen April 2004 en
Maart verlede jaar 18 moorde - al verskil die bevolkingsdigtheid (en
sosiaal-ekonomiese omstandighede) van Linden en Lambeth soos dag en
nag.
Die jongste beskikbare syfers toon dat daar in Gauteng gemiddeld elke
2½ uur iemand vermoor word. In die uitgebreide Londen is die syfer een
elke twee dae.
Dit grief my dat 'n mens hoegenaamd besig is om vergelykings soos
hierdie te tref.
Ek het my boonop in die verlede nog altyd hiervan probeer onthou -
totdat Ngonyama my goeie voorneme met sy onsinnige snert bederf het.
Almal weet daar is duisend-en-een redes waarom 'n mens nie die
misdaadvlak van Londen en Johannesburg kan of behoort te vergelyk
nie.
Suid-Afrikaners is realisties genoeg om te weet dat eerste-wêreldse
misdaadvlakke heeltemal onrealisties vir hul land is.
Al waarna hulle smag, is 'n land wat substansieel veiliger is as die
een waarin hulle op die oomblik bly.
Een van my gunsteling-tydverdrywe wanneer ek in 'n bus of moltrein
sit, is om in my kop 'n lysie te maak van die dinge wat ek die meeste
in Londen (en Brittanje) bewonder en waardeer en wat ek die meeste sal
mis wanneer ek hier moet weggaan.
Engelse koerante, die stad se museums, die parke in die lente en die
Britse parlement is boaan my lysie.
Maar as jy moet vra wat die één ding is wat ek die graagste saam met
my huis toe sou wou neem, is dit die vermoë om vreesloos jou gang te
gaan - veral ná donker.
Dis eers hier in Londen dat ek ontdek het hoe ongelooflik
gedesensitiseer Suid-Afrikaners oor die misdaadvlak in ons land geword
het.
Wanneer 'n mens laat saans in 'n donker stegie huis toe te loop - en
nie in die proses van jou beursie of selfoon beroof word nie - besef
jy hoe onnatuurlik vreesbevange Suid-Afrikaners lewe.
Hoeveel meer pret en vreugde kan ons uit ons land - en mekaar - put as
ons dit kan regkry om dié monster nek om te draai?

Só sê mnr. Marius Fransman, Wes-Kaapse LUR vir vervoer en openbare
werke.
Fransman het Vrydag gereageer op vrae oor hoe hy beplan om wit
ingenieurs in die buiteland terug te lok om in die volgende drie jaar
te help bou aan stadions, paaie en ander infrastruktuur wat die land
gaan benodig vir 2010.
"Hulle (wittes) wil terugkom. Hulle verlang na die land en weet hul
verantwoordelikheid lê hier."
Sy voorstel vir 'n moratorium vir drie jaar op regstellende aksie in
skaars beroepe het die afgelope week opslae gemaak. Dis deur sommige
in die ANC afgeskiet en hy moes dit gister aan die ANC-leierskorps in
die Wes-Kaap verduidelik.
Mnr. Trevor Manuel, minister van finansies, het ook Donderdag in die
Nasionale Vergadering benadruk dat regstellende aksie gaan voortduur.
Volgens Fransman het hy en Manuel egter ná die vergadering gepraat en
Manuel het sy standpunt verstaan en ondersteun.
Volgens Fransman sit plaaslike munisipaliteite met 'n tekort van 35%
aan ingenieurs, terwyl die land in geheel net 'n kwart het van dié
kundiges wat benodig word.
Maar Fransman se uitnodiging behels die aanbied van kontrakte vir net
drie jaar.
"Dit is hoe dinge werk. Die meeste bestuursposte in die staatsdiens
word gevul deur mense met dienskontrakte vir drie jaar."
Hy sê egter hulle sal baie goeie pakkette en salarisse ontvang.
" 'n Tekort aan ingenieurs kan groot probleme veroorsaak vir 2010," sê
hy.
Me. Patricia de Lille, OD-leier, ondersteun Fransman se voorstel.
"Dit is goed mense in die regering erken die tekort. Die regering moet
innoverend optree.
"In plaas van om mense oorsee te gaan soek, moet die regering eerder
tuis kyk. Ons sit met baie bekwame uitlanders hier in ons land wat
sonder werk sit. Hoekom moet ons nie na hulle kyk nie?"
Sy het bygevoeg mense moet besef Fransman se voorstel is beperk tot 'n
sekere professie en 'n sekere departement, en dit moet so bly.
Mnr. Bantu Holomisa, UDM-leier, meen hierdie is 'n groot stap wat die
ANC nie kan doen sonder om met ander partye daaroor te praat nie.
"Ons ondersteun regstellende aksie, maar dan moet die regering dit
duidelik toepas. Daar kan nie nou allerhande duistere veranderinge
ingebring word nie," het hy gesê.
Manuel het in sy toespraak in die parlement toegegee dat regstellende
aksie soms verkeerd toegepas en "betreurenswaardig misbruik" word.
Fransman is oortuig daarvan dat sy plan, indien dit goedgekeur word,
baie mense in die buiteland sal teruglok.
Maar nie almal in die buiteland byt aan die voorstel nie.
"Die land het sy rug op ons gedraai, en toe doen ons dieselfde," het
mnr. John Ferreira (49), 'n siviele ingenieur wat in 2003 na Nieu-
Seeland verhuis het, gesê.
"Die staat sal eers sy misdaadsituasie moet regruk voordat ek my
geliefdes terugbring."
Hy het gesê 'n kontrak vir drie jaar is lagwekkend. "En daarna? Sit
die wit man weer op straat?"
Fransman het gesê niks is in yster gegiet nie. Die staat sal ná die
drie jaar oop sal wees vir onderhandelinge.

stabbed to death in his bed by a gang of burglars.
Yesterday morning the small midlands town was still reeling over the
senseless murder of Herbert James ÂBob Downs, a 100-year-old builder
and woodworker who was killed on Thursday night.
His domestic worker stumbled on his cold body in his bed when she
reported for duty yesterday at 8 am at 109 Russell Street, where Downs
lived for 72 years. Initial police investigations established that
Downs died after he was stabbed with a sharp object in the chest.
Police spokesman Superintendent Joshua Gwala said that when the
domestic worker arrived at work she noticed that the kitchen door was
open.
ÂShe thereafter discovered the body of Mr Downs on his bed; he had
been fatally wounded. Upon further investigation, it was established
that the suspects forced open the dining room window and gained entry
into the house. It is also believed that Mr Downs was confronted by
the suspects whilst he was asleep, since he was living alone in the
house. It is believed that the house was ransacked and household
appliances were stolen, said Gwala, adding that the motive for the
incident is believed to be robbery. A television set was taken, and
police believe some other items were stolen too.
Investigating officer Detective Inspector Bonisiwe Maphumulo told
Weekend Witness yesterday that the area in which Downs lived is
notorious for break-ins and theft. However, she could not say whether
Downs' murder was linked to any of these previous incidents.
Downs's grandson, Robert Downs, who with his father Wallace lives in a
neighbouring house, said the family has been shattered by the murder.
Robert said his grandfather was an old man who would not have fought
back, and so to kill him was Âutterly senselessÂ.
ÂWe're very devastated, he would have turned 101 in September and was
still going strong. My grandfather was an institution not only to the
family but to all Richmond people. He was born here, grew up here and
his roots have always been in Richmond, so for him to die like this
was very sad, said Robert.
Downs, who at 100 years still owned his own business, lost his wife
about seven years ago. Robert said his grandfather was a very strong
old man who only quit driving a few years back.
ÂHe had a wicked sense of humour and used to tell us that he lived in
Richmond when there were no cars in this town. We found this very
funny. He was much loved by all. He was also very knowledgeable, he
loved reading and was very concerned about things happening around
him.Â
Early last year, Downs was among several centenarians who were
featured in The Witness and who were still leading very active lives.
He said then that he still worked in his workshop where he made wagon
wheels.
ÂWhen you get to 90, you've got to slow it down a bit, he said.
Commenting on an old steam engine that he was restoring, he said: ÂIt
will work again if it wants to, but that job will have to be left to a
younger manÂ.
The engine was used by his father, a builder, to power a brick-making
machine, and it was given to him, in turn, by his father, William
Parker Downs.
The Downs family, traditionally brickmakers and builders, arrived in
Durban on October 13, 1849, on board the ship Gem, after being
shipwrecked in the Cape, and it is believed that the steam engine must
have been salvaged from the ship.
Police said no arrests have been made yet. An appeal has been made for
any information that might lead to the arrest of the perpetrators.
