We are indebted indeed to the Public Protector, Mr Selby Baqwa, for his
open
and frank admission that South Africa is not a democracy.

Now, of course, Sabsy, and others, will already be reaching, Roy
Rogers-like, for their trusty mice, ready to blast me to that Internet
Round-up in the Sky (by way of that lonely place at the end of Main
Street,
called Boot-up Hill).

"Baqwa said no such thing!" they will declare. True. However, as is
the
case whenever an ANC man opens his mouth, the denial has the force of
truth.
Because Baqwa could not have stated it more clearly, IF you know what
democracy is all about.

You see, the simpletons of this world believe that democracy is a system
of
One Man, One Vote, That's All. However, it is much more than that.

Democracy is a system of One Man, One Vote WITHIN A CERTAIN STRICT SET
OF
NORMS AND CONVENTIONS. And if the norms and conventions are not
observed,
then there is no democracy.

One of the key conventions that determines whether or not a system is
democratic is the little-known concept known as "accountability." And
it
is this "accountability" that Mr Baqwa has so obligingly admitted to be
lacking. By way of proof that it IS indeed missing from our law, he has
expressed his intention of having it added to our laws, so that
Ministers
will be accountable later on, even though they are not accountable at
the
moment.

If he succeeds, then we will have taken an important step towards
securing
something closer to a genuine democracy, so I wish Mr Baqwa well in his
efforts, and hope sincerely that Winnie doesn't kick him in the balls
before
he gets through with the process.
