Almost 100% of Post Bank deposits, mainly from the poorest of the poor, have
been loaned to the Post Office, which is the bank's parent company.
The bank was established to give the rural poor and the unbanked masses
access to the financial system.
A Post Bank official said the bank had a total deposit base of about 8975
million from its three deposit accounts. The latest financial records
between the Post Office and the Post Bank indicated that 8975 million was
transferred from the Post Bank to the Post Office's account.
Sandile Madolo, communications officer of the Post Bank, yesterday refused
to confirm whether the parent company had borrowed R1 billion. While
admitting it had borrowed money he refused to disclose the amount, saying
the bank was "accountable to the people of South Africa".
A registrar of banks spokesman said at the weekend the ease with which the
Post Office gained access to the money could jeopardise depositors' funds.
He said the Banks Act imposed certain requirements to ensure clients' funds
were protected and managed prudently. In terms of the Act, banking
institutions were required to hold cash reserves of 2,5% of total
liabilities and liquid assets equal to 5% of total liabilities.
The Post Bank was exempted from the Act and regulated in terms of the Post
and Telecommunications Act.
