Land Act of 1913. Black farmers were turned into a reservoir
of cheap labour for business.
He spells out the exploitation: The wages of black
workers did not increase at all between 1910 and 1970.
In fact, their wages in 1972 were even lower than they
had been in 1911. And yet during this period, the gold
price rose by 45 percent and the wages of white workers
doubled.
In 1970, Terblanche says, the system of racial capitalism
changed once again, from favoritism, to patronage, to
protection. Under P. W. Botha, and abnormal cooperation
developed between the securocratic state and business. Business
did not destroy apartheid, says Terblanche. It actually
strengthened Botha's government and helped create a neo-
apartheid.
This is the first time that the idea of the beneficiary -
as opposed to the perpetrator - has surfaced in full force.
Did businesses benefit from apartheid?
Of course we didn't, say prominent white business leaders.
In fact, apartheid prevented us from realizing our potential.
Lot Ndlovu of the Black Management Forum disagrees. Low
wages, bad housing, and appalling working conditions increased
the profit margins of white business, he says. There was no place
for blacks in power structures until Durban workers marched
against their bosses in 1973
