Departement het vir 12 jaar geswyg oor Staatsteater

Die parlement se staande komitee vir openbare rekenings (Skoor) het gister
bevestig dat daar die afgelope 12 jaar nog nooit 'n verslag by die parlement
ingedien is waarin finansiële ongerymdhede by die Staatsteater deur die
departement van kuns, kultuur, wetenskap en tegnologie (DKKWT) geopenbaar is
nie.
Dit is ten spyte van die feit dat die reserwefonds-skandaal by die
Staatsteater sedert 1996 pal in die nuus was en die teater verlede jaar
onder die stoflakens geplaas is deur dr. Ben Ngubane, minister van die
departement.
``My komitee het onlangs die jaarverslag van die ouditeur-generaal ontvang
en ons het elemente daarin opgetel wat kommerwekkend is. Dit wil voorkom
asof die DKKWT vir jare nie die nodige inligting aan die ouditeur-generaal
deurgegee het nie. Dit lyk inderdaad asof ons te make het met ernstige
probleme,'' het mnr. Gavin Woods, voorsitter van Skoor, gister gesê.
Vir die eerste keer ooit word in die ouditeur-generaal se verslag melding
gemaak van die geheime reserwefonds van sowat R24 miljoen wat in 1989 deur
die Staatsteater se bestuur geskep is.
Teenstrydig met bevindings in 'n ouditeursverslag en aanbevelings van die
Heath-kommissie se spesiale ondersoekeenheid, is die R24 miljoen nie in 'n
bankrekening gedeponeer nie, maar in 'n hoërisiko-belegging belê.
Dié geld is verloor en die Staatsteater tydelik gesluit.
Woods het bevestig dat hy verdere inligting van mee. Meridy Wixley en
Arlette Franks, oudlede van die Staatsteaterraad wat op die fonds afgekom
het, gekry het.
Mnr. Albert Dzuguda, korporatiewe uitvoerende beampte in die
ouditeur-generaal se kantoor, het gesê die kantoor het nie in sy normale
ondersoeke die ongerymdhede opgetel nie, want ``net geld wat van die DKKWT
na ander eenhede oorgeplaas word, word geoudit''.
Nóg die kommunikasie-hoof van die DKKWT, mnr. Andile Xaba, nóg die
direkteur-generaal, dr. Rob Adam, het gister gereageer op versoeke om
kommentaar.

ST funds may be investigated in parliament

Two former State Theatre board members are elated that their ongoing efforts
to bring those accountable for the theatre's financial fiasco to book, may
finally pay off.
After having tried all available avenues since 1996, including the State
Theatre board, the MEC's for Arts and Culture both in Gauteng and the
Northern Province, the Director-General of DACST, the Minister of Arts and
Culture, the Heath Unit, the Public Protector, the Registrar of Companies
and the Portfolio Committee for Arts and Science, it now seems to Meridy
Wixley and Arlette Franks as if the matter of mismanaged State Theatre funds
will finally receive the attention it warranted years ago.
In October last year, Wixley said that she and Franks wanted to "ensure that
sanctions are applied to those found responsible to prevent future
recurrence of damage to state funded organisations, and the arts in
general."
Although for the first time reference was made to the secret State Theatre
fund in the Auditor General's financial report on the Department of Arts,
Culture, Science and Technology (DACST), which was tabled in parliament
earlier this year, Wixley and Franks were "not happy" with its content.
Wixley said that she was concerned that the Auditor-General did not have all
the necessary information. "Only DACST's books are audited by the
Auditor-General, and not the money transferred to the State Theatre from
DACST", she said.
On April 30 this year, Wixley and Franks sent a letter to the
Auditor-General, stating their concerns. This led to an appointment with
Chief Executive Officer Terence Nombembe, Corporate Executive Manager Albert
Dzuguda, Centre Manager Coen Naudé and Audit Manager, Corné Myburgh at the
Auditor-General's office.
"They all agreed that there was an indication of a need for further
investigation and referred us to Gavin Woods, Member of Parliament and
Chairperson of the Standing Committee of Public Accounts (SCOPA).
"I spoke to Woods over the phone and he said the matter would probably have
to be investigated in parliament and asked me for more information," Wixley
said.
Woods confirmed on Monday that SCOPA will look into the matter quite
seriously and that Wixley offered to supply them with more background
information and documentation.
Referring to the current investigations into the arms deal and the SAA by
SCOPA, Wixley said that at long last it seems as if Arts and Culture will
"be up there with the main players".
In trying to persuade them from pushing the matter further, Franks said an
argument often mooted was that Arts and Culture is a small, minor department
representing a small constituency.
"My point is that it is government money and it should be handled on the
same principals of accountability as any other department and public funds.
It is, after all, the tax payers' money."
Since Wixley and Franks were kicked off the State Theatre board in 1998 for
uncovering and blowing the whistle on the theatre's secret slush funds, it
has been a long and tedious struggle for the 'terrible two' to get the
matter investigated.
"The money should have been returned to the Central Revenue Fund back in
1995 and the argument that in such a case it would have been lost to the
arts is specious," said Wixley.
She said the subsequent investment of the fund in a pyramid scheme, which
could have been prevented, caused the money to now be lost both to the state
and to the arts.
Both Wixley and Franks said they have a lot of faith in the Auditor-General.
"These are the first people who seem to apply their minds to the problem and
who are prepared to look at it in light of the facts, Franks said.
"They are looking at the message, rather than aiming at the messengers,"
Wixley agreed.
